{"id":9759,"date":"2015-07-24T10:36:53","date_gmt":"2015-07-24T09:36:53","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=9759"},"modified":"2015-07-24T16:25:39","modified_gmt":"2015-07-24T15:25:39","slug":"its-criticises-ofcom-over-claims-the-final-5-wont-get-fibre-broadband","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2015\/07\/its-criticises-ofcom-over-claims-the-final-5-wont-get-fibre-broadband.html","title":{"rendered":"ITS Criticises Ofcom Over Claims the Final 5% Won&#8217;t Get Fibre Broadband"},"content":{"rendered":"<p>The Director of Strategy for <a href=\"http:\/\/www.itstechnologygroup.com\/\" target=\"_blank\">ITS Technology<\/a>, David Cullen, has said that the CEO of national UK telecoms regulator <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>, Sharon White, was wrong to tell MPs that those living in the final 5% of the country are &#8220;<em>not going to get<\/em>&#8221; fibre broadband style connectivity to improve their Internet access.<\/p>\n<p><!--more--><\/p>\n<p>Sharon White made the controversial remarks earlier this week while speaking to a Culture, Media and Sport Committee in Parliament (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2015\/07\/ofcom-no-fibre-broadband-for-the-uks-final-5-percent-of-premises.html\" target=\"_blank\">here<\/a>), although as we noted at the time her comments appeared to overlook all the work being done by alternative network operators (e.g. <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/b4rn\" target=\"_blank\">B4RN<\/a>, ITS).<\/p>\n<p>Heck even some of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>&#8217;s own <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>\/P and FTTrN deployments through the existing <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\">Broadband Delivery UK<\/a> programme have arguably already entered some areas that might have otherwise been classified as in the final 5%. The picture is far more diverse than <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>&#8217;s comment\u00a0suggests.<\/p>\n<blockquote class=\"bq1\"><p><strong>David Cullen, Director of Strategy at ITS, told ISPreview.co.uk:<\/strong><\/p>\n<p>&#8220;<em>I think the statement Sharon should have made is &#8216;the commercial model followed by incumbent operators does not make fibre deployments likely for the final 5%.\u2019<\/em><\/p>\n<p><em>It\u2019s not the technology or even the pure cost of it that\u2019s the issue; these can be overcome by different ways of funding and encouraging greater take-up. Many altnets are already successfully deploying Fibre to the Premises (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a>) in very remote areas by using these and other innovative approaches. ITS included.<\/em><\/p>\n<p><em>Where terrain, environmental factors, and of course premises&#8217; density become a real challenge, we use a number of tried and tested wireless solutions that allow reliable superfast services to be delivered to residential and business end-users successfully. These stimulate demand, and when that gets high enough, there will be a natural and affordable shift towards <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a> &#8211; as long as affordable high capacity backhaul can be extended into these remote areas.<\/em><\/p>\n<p><em>That\u2019s what the regulator needs to be prioritising.
