Yes, but it will take time to implement over the whole country, and it will still leave many without internet access. The help will be in the form of a low cost connection to the internet and should also include a grant towards a cheap computer (but not the full cost!). What it won't cover is the cost of installing a phone line, or the monthly line rental, and there are many who can't afford a phoneline, or can't get one because they have a bad credit record.
So, the government promise sounds great, but it will fall a long way short of helping all those who need it.
