VPNs and Privacy

We've been using a UK based VPN provider for a while. Performance is OK, the connection drops now and again, upstream gives full speeds, downstream shaves off quite a bit and it performs worst in the evening and at weekends.

With the new government bill, we need to change this for privacy reasons. More performance would be nice.

Am I right to assume that the best marriage of those two is to take out a dedicated server somewhere like Ireland and set up RRAS on that? Thus, no logs - as I become the "ISP" - outside the UK so not subject to the legislation - and the best performance since it's not far away?
 
I looked at Opera once, lots of fat women shrieking.

To be clearer - it needs to be a full 'dial in' VPN service which we can set up in our router, so that everything in the house is behind it.

Thus, everything goes out via that VPN and presents the same external IP address, and all devices in the home using it avoid any logging.

There's a host of cheap services circa £10 per month for this, however, I can't know what they keep logs of, and since many are mostly used by people to watch TV in other regions they all fall to pieces quite readily at the weekends in particular, at best, they shave off significant amounts of speed.

If it's logs you're trying to avoid, go for the ones that aren't registered from the UK. I think Ivacy VPN is based in Singapore, Pure is from Hong Kong while Express is from British Virgin Islands. At least these three places are more lenient in terms of log keeping and thus offer more room for anonymity. It doesn't really matter where you reside. As long as the VPN provider is registered some place where the laws don't enforce log-keeping, you're good.
