Paypal blocks VPNs...

Doh, seemingly Paypal has started blocking access to their servers for people trying to access via VPN. Maybe this is in the small print of their T&Cs? Sure, I understand that some bad people use VPNs to try and anonymously commit fraud but many more people use VPNs to protect their security. Why would a site that by its very nature should promote end user security stop people from protecting themselves? This is a major PITA.

I can't easily turn off my VPN protection everytime I want to use Paypal as the VPN is configured at the network level, not on the client machines. I could if I had a complete list of Paypals IP addresses create an exception in the routers firewall but I don't have such a list and apparently they keep changing without notice.

This is a real dumbass move by Paypal in my opinion.

EDIT: Here are some of the IP addresses but notably not for paypal.com

EDIT2: On further investigation only some ports are blocked on the PIA London server. Dropping the VPN & re-connecting to refresh the IP sometimes fixes the issue. I have been setting up a new UPS so the router got powered down yesterday and obviously picked up a blocked address. As PIA connections usually stay up for quite some time so I guess I just keep trying until I find a working address and hope for the best.

They started doing this about a year ago and I think we may have even written a short article about it, but can't 100% recall. I guess from PayPal's perspective they see people using VPN as being most typically associated with accessing compromised accounts and of course VPN based users are significantly harder to trace.

The downside is that for the millions of us who use a VPN for security while on public networks or because we have to connect to our business VPN (remote working) via a company laptop then this is a very frustrating move. Luckily I rarely use PayPal for anything except eBay stuff, but I can see it hurting others quite a lot.

However I doubt they'll be able to block every VPN service 100% of the time as there are always ways of dodging detection.

Paypal are generally getting on my tits anyway. They have limited my account because apparently I have received more that 2500 euros in the last calendar year, which I have not. Apparently it is some anti fraud thing. They want photo ID in the form of a driving license, passport or government issued id. I have had to give up my driving license because I have recently been diagnosed with epilepsy, and I don't have a passport or photo government ID. What a ball ache they are.

PayPal works OK with VPN UK.

However Facebook comes up in Egyptian.

I expect at some point the UK Government may decide to ban VPN's like China is attempting to do, since we tend to follow their policy decisions on the Internet now.

I am not sure if that was sarcasm or a true prediction although I expect the latter. It would be hard to ban VPNs used by businesses as there would be no acceptable way for people to work away from the office or for inter-office communication. I could see a ban on private use of VPNs though. They have already made noises about encryption not allowing government snooping but how a country without SSL and the like is supposed to work I don't know? I can also see services like Protonmail being targeted.

Sarcasm, with a potentially sad hint of truth.
