Doh, seemingly Paypal has started blocking access to their servers for people trying to access via VPN. Maybe this is in the small print of their T&Cs? Sure, I understand that some bad people use VPNs to try and anonymously commit fraud but many more people use VPNs to protect their security. Why would a site that by its very nature should promote end user security stop people from protecting themselves? This is a major PITA.
I can't easily turn off my VPN protection everytime I want to use Paypal as the VPN is configured at the network level, not on the client machines. I could if I had a complete list of Paypals IP addresses create an exception in the routers firewall but I don't have such a list and apparently they keep changing without notice.
This is a real dumbass move by Paypal in my opinion.

EDIT2: On further investigation only some ports are blocked on the PIA London server. Dropping the VPN & re-connecting to refresh the IP sometimes fixes the issue. I have been setting up a new UPS so the router got powered down yesterday and obviously picked up a blocked address. As PIA connections usually stay up for quite some time so I guess I just keep trying until I find a working address and hope for the best.
