Another Cornerstone (O2 and Vodafone Project)? Also new antennas.

A few months ago, I reported on the Vodafone 2G/3G mast at Shalford Station being upgraded to Vodafone and O2 2G, 3G and 4G.

A much taller lattice tower mast, previously O2 only, about a mile south of it, has had some work done on it here: https://www.flickr.com/photos/46141405@N07/sets/72157650440069355/ and vodafone's 4G coverage in the area seems to have improved and they're reporting issues in the area. I have two questions-what are the smaller antennas a few metres down from the main antennas and what will happens if three merges with O2 mast wise?
 
I would think the smaller antennas are for the 4G 800Mghz frequency only. If this is a shared mast anyway I don't think anything will change as regards the masts.

Is the issue with Vodafone's speeds that the frequency range covers a wider area, hence, fewer transmitters, hence, more congestion?

I can only speak for here: OK, 20/20 isn't bad (3 or 4 bar signal), but it's not much faster than Three 3G downstream and it's nowhere near as fast as EE (4 or 5 bar signal).
 
I was reading that there is a kinda speed 'cap', caused by some of the equipment, which explains why 20/20 seems the speed that almost everyone is getting. However, from the two fibre RRU sites I've been to, I've been seeing speeds of 60/20 which is definitely better. However, it is very hard to prove that wasn't just due to being on a very uncongested sector.

Weirdly, at the latter pictured site, I can only get 60/20 when I'm within about 100m of it...even with 5 bars of signal, the speed swiftly drops to about 6mbps.

EDIT: The antennas are fed by red feeders, which indicates 4G at 800 only.
 
I wondered if the 20/20 was a cap applied to users on the PAYG APN though I didn't find any information about that.
