I don't know any other ISPs that offer free dial up with their ADSL packages, but there probably are others that do.
I'm presuming you'd want the free dial-up for when you're away from home, otherwise there should be no need for it?
V21 started offering free dial-up shortly after their greatest ever disaster, when they threw in their hand with Telefonica. Long story, but most customers got left with a very poor service, or wrong login details, and were unable to request a MAC code. To cap it off, the mods then decided to desert their forum and leave everyone in the dark. Remember that Mr. Kaye? Nice touch mate!
If you say what sort of package you're after, like: Monthly download usage, speed, maximum price you want to pay, then someone will probably recommend an ISP.
Also when making a choice, look at things like: free email accounts, free domain name, contract length, set-up fee, free hardware, charges for MAC code, price of calls to customer services, etc etc etc.
