BT Business offer download of 0-0Mbps

Can anyone beat this offer from BT Business - download of 0-0Mbps for only £19.95+VAT per month?
I checked because the USO checker has changed from "you already have a >10Mbps connection" to "you can get 4G". I cancelled my ADSL2+ connection a few months ago, but the maximum observed speed was a little over 10Mbps so I didn't qualify for USO. It seems to have forgotten that and now offers 4G. I wondered whether BT business would offer 4G, but they offer 0Mbps instead!
I've checked some neighbouring ADSL2+ sub-USO properties too, and they all offer 0Mbps.
I must admit I'm not greatly tempted!
 
I have now gone from:

you are

1. Too far away for anything but useless ADSL2

2. USO check, you can get 4G from BT at a higher price than EE.

3. We are looking to give you FTTC, but if you register interest then we will deny we ever said that.

4. FTTP will be available shortly (well anything from 12 to 24 months or maybe never)

All during this time I have been using 2 4G modems on Voda and Three linked to a dual wan Draytek giving me

Best Results 96.69 Mbps DL 46.27 Mbps UL.

If the FTTP comes off I will go for it but use anyone but BT for billing.
 
I would contact BT Business to check whether they really do offer 0Mbps connections (with a guaranteed minimum of 0Mbps), but they don't work weekends. It seems they think businesses only work Mon-Fri 9am-5pm.
Incidentally, the DSL checker now gives a speed of up to 9Mbps, whereas it used to say 10.5Mbps.

Before I dumped my line ADSL2 was giving me 9 to 10Mbps as long as it was not raining on 3 or 4 consecutive days, before on ADSL I was getting 8 to 7.8Mbps over the years and have the graphs to prove it. Over the years the DSL checker has been as low as 2Mbps and is currently 6Mbps. Their systems are mince and they obviously play with the figures so you cannot complain if you do not get your normal speeds, those graphs came in useful several times to force them to do a repair on the line.

I'd like to know the location for this so I can test myself (most likely followed by a chuckle and then sigh..) and then get BT's view.
 
This does indeed look to be an unusual quirk of BT's own checker. I couldn't replicate it on other ISPs and BT Wholesale also reported 9Mbps download, although unusually BTW couldn't report an upload rate (a little ironic since BT Consumer doesn't report a download but they do give an upload of 1Mbps). Go figure..
