Bufferbloat Hell - SSE or openreach?

I'm in Somerset on a crummy ADSL line (approx 3 down 0.8 up) which without SQM on my router suffers from 4s latency when testing for bufferbloat. Without SQM, it would be pretty much unusable. Luckily SQM does manage to improve this significantly but still not ideal. My current ISP is SSE, who I now believe use Vodafone as their supplier. I was wondering whether the bufferbloat is more likely to do with the copper line and Openreach's infrastructure or would I see a benefit by changing to a more premium ISP?

I would imagine if the bufferbloat was proportional to contention it would vary throughout the day/day to day. It seems to be constantly terrible for me without applying some fairly aggressive traffic shaping.

Have you got access to your router stats, when my ADSL line was playing up but was still connecting the HEC error count increased and page loading times went out the window.
 
Yes but unfortunately there are no errors like that. I have found a fairly happy medium now by playing around with smart queue management but just wonder in changing isp would improve anything or not.
