Cityfibre - Is this the start of even lower standards

I have been previously concerned by the quality of CityFibre's contractor here in Crawley. They have chosen to lay their own distribution ducts and microduct to BT poles and POPs for UG. On Ifield I witnessed the two distribution ducts nicely side by side, sometimes twisting on top of each other and winding like a snake around existing utilities. I also had concerns regarding the microduct lying just below the paving.

But I couldn't believe what I have seen today. As well as Cityfibre locking up all the traffic at Three Bridges they have returned to finish the distribution in roads they started months ago. Only this time they have decided that rather than take the distribution duct up the footway they have decided to go out and cut a trench in the carriageway.

Now I can understand that but they have maintained the same depth as the footway i.e 250-300 instead of the NJUG guidelines of 450-600 and are close to the gutter drains.

Is this the future direction for Cityfibre, lower standards?


 
Report the fact that the ducts are not being buried to anything like a sensible depth to the highway authority?
 
Already done West Sussex. But it points to a lack of oversight. whilst it’s a residential road it’s busy and a bus route.

The reinstatement simply will not last long, potholes will appear and then is a risk any repair could crush duct

In addition this isn’t just the distribution duct. Cityfibre lay the premise micro duct on top. This should be in the footway.

To be fair, there's all manner of horrors hidden under the surface. In the "good old days" when the local authority highways team had the time to go out and give jobs the once-over then there was some scrutiny and probably also some continuity between those doing the work for the utilities and the local authority team keeping an eye on things with a degree of trust and respect to "do the right thing".

Nowadays almost all the people doing the civils are contracted out, there's virtually no continuity on who does what and limited or no local knowledge of their infrastructure. And the local authority people are limited to playing whackamole with the pothole inspections and the most pressing problems of the day, and there is no time for anything proactive.

So under the surface, pretty much anything goes provided that it's safe, and it's first come first served.
