Delay in Changing ISP

I am currently with TalkTalk and want to try a different ISP to see if the service is improved. I applied to Tesco Broadband at the end of October but nothing has happened. I have spoken to their Customer Services in the last few days and they say they cannot do anything because my telephone number is not on the list! They seem not to be able to tell me what list this is but they have advised that they are applying to have my phone number put on the list. However, they seem unable to give any idea how long this will take. It could be days, weeks or months, they say.

I thought there is a limit of a few days on the time allowed for a change of ISP. Can anyone please explain what is going on. Regards.
 
If your TalkTalk product is a MPF product (combined phone+broadband) then Tesco will have to port your phone number to them from TalkTalk first and then apply for broadband.

TalkTalk don't allow other companies to place their broadband across the TalkTalk MPF network products.
 
Thanks for your quick response. I think I understand the process but don't understand why Tesco seems unable to quote a time-scale. I assume I am not unique in wanting to move from TalkTalk. Regards.

Unfortunately migrations between two separate unbundled (LLU) networks, especially when one or both are fully unbundled (MPF), can still be very tricky and Ofcom's migration rules don't fully support it.. yet. We go into a bit more detail about the problems here (only covers the broadband aspect):

In the past some people have found it easier to simply switch package to a BT-based ISP (e.g. Zen Internet) with a short 30-day contract and then switch on to the preferred LLU provider after another couple of months. But that’s by no means ideal.

If it was just broadband then the situation would be simpler but with a phone too.. that’s tedious. You have to move both at the same time and that requires you to follow the "Notification of Transfer" process. Ideally Tesco should be taking the lead on this and doing everything for you, if they can't then I'd consider asking another ISP.

As for your line not being on their “list”, I wonder if they mean the order list or the database of national phone numbers. If it’s the latter then did you order a new line when you took out the TalkTalk service? If so then it might not be showing on BT’s own centralised database, which is an issue that some people run across.
 
Thank you for your detailed response, I understand the situation a little better now. I did not have a new phone line when i joined TalkTalk (Tiscali actually) so the "list" remains a bit of a mystery. However, Tesco have now given me the date when I will change over to them so, hopefully, they have it all in hand. Thanks for your help. Regards.
