The new ISP could find it difficult to get things changed but they could find out who has the BB tag then you could contact them. The alternative is to wait for OFCOM to change the rules to gaining ISP lead and the new ISP can then take over the Broadband line.
This comes into force some time this year.
Broadband: gaining provider led process

If you’re switching your broadband as part of a bundle (with your landline) you may in some circumstances follow a 'gaining provider led' process, in which you only need to contact the provider you wish to switch to.

Under a ‘gaining provider led process’, your new provider will arrange the transfer for you.

You only need to contact the provider you wish to switch to, who will notify your old provider of the intended transfer - you do not need to cancel your contract with your old provider.

If you have changed your mind, you must contact your new provider to cancel your request to switch.

Sledgehammer most will only helpif the custome is going to them, the gaining ISP here are failing in trying to help a prospective customer.

But soon the way you move broadband will change to gaining ISP lead so any ISP should be able to then migrate this line.

Generally speaking if the gaining ISP isn't willing to help solve a TAG on Line issue then I'd choose another provider because it's something that is solvable. Just make sure you report it as a 'Tag on Line' as otherwise they may not understand.

Mind you I do think that this is one area that has always needed a better system than exists today, hopefully the new migration process will make life easier.
 
As Mark says, look at other providers, if your prospective ISP wont help with this, how much use will they be if you have any other issues with them down the line.

I can remember when the BT demolished the old exchange in Worcester, they found a bank of exchange lines behind a partition wall in the cellar, with no idea who they belonged to, or how long they had been forgotten. A friend who worked there reckons the people on that equipment hadnt been billed in 20 or 30 years!!!

I am currently querying Ofcom on the issue Adrian raised, although they haven't responded (probably busy with PR for the recent reports). In fact so far they've been very slow to respond when it comes to questions about their new migration system, which is a little frustrating for those of us who need to help consumers understand the change.
