do bt keep to their dates on exchanges?

hey, finally less than a montha way until my exchange is enabled, a very long wait considering it was announced in december that my exchange will be upgraded but nevermind.

Anyway, my friend had her exchange upgraded earlier this year and she said that it took about a month longer than the date set by BT. Is this normal? I'm thinking of ordering a package now as some companies offer the option to order a month early than the date of the exchange upgrade. I obviously odnt want to do this if my exchange isn't upgraded on the date given as i will have wasted money.

My exchange was the 6thof April but now the 6th of July and some parts of the island by the end of the year.

The obvious answer is NO, and you won't even have to have a referendum to find that out, my exchange certainly wasn't done on the given month so i went for a paid upgrade as i was no longer willing to wait and place any trust in BT.

paid upgrade? well surely it would be more publically known if bt were bad at keeping to their times, i mean why on earth list them at those times and not be able to keep them.
