Do MVNOs own numbers or the actual carriers?

would guess 1p and UW are separate too given they appear to have separate backend systems although again couldn't say for sure
Both are just running straight on the top of EE.
 
If there is going to be a list complied it might be nice to try and document the three letter prefix issued as the PAC prefix on each MVNO. I just tried to search for one and there doesn't appear to be a sensible list anywhere. I would guess that between the membership of his forum most of the prefixes could be shared.

Just a few I can think of off the top of my head:

EE ONE and EVR (Thanks Bubbles for adding to this)
1P Mobile TLP
CMLink CMI and TSL (Depending on SIM? Unsure if both are used now?)
Ecotalk TSL
Lycamobile LYC
NOW Mobile NOW
Plusnet TSL
Popit TSL? (Not 100% sure my memory serves correctly)
Spusu SPU
TalkHome THM
Utility Warehouse TLP

O2 TEL
Giffgaff GGF
Tesco TSC

Three HTG
Smarty LCS

I THINK all of the above ones are correct but if someone notices a mistake please correct me. There's probably others I know of that will come to me later and I will come back and add to it if/when I remember.

Wow that is a comprehensive start of a list. You've certainly been around and been promiscuous with your networks over time @Koda . In comparison my original Orange number of 30ish years has been on Three, Voda and Lebara. I need to get out more!

The one you have for EE is for One2One numbers. EE numbers use EVR :).

Currently away now but I think this is something I'm inclined to add to the spreadsheet as it's interesting. But then again there is a lot of variability with it so would be hard to get right.

For example another one is Three Business using different PAC codes (THB)

Makes sense. All the numbers I have been moving around were ones from T-Mobile so I've clearly missed the other prefix they use!

Do you happen to know about numbers originating from Orange's range? I had assumed that they would have all just been thrown in under the same prefix now. But if they are using both ONE and EVR then maybe they did something else with those ones too.

The only 2 cents I can give for that is that a family member who was an EE customer (ex Orange) now uses smarty and when the PAC was requested, I'm fairly sure it was EVR. This was a couple years back now so I may be mistaken however.

But I wonder why - in the case of Orange, One2One, T-Mobile and EE that a PAC needs to reference if the customer is an Original Orange/One2One/T-Mobile or an EE customer or range holder. Essentially doesn't matter where the number came from, the gaining provider needs to worry about that.

The PAC is just an authority from the mobile network currently contracted to provide service on a number to be ported that they are happy to consent to the port taking place in the next 30days.

So why do some networks issue PACs with different prefixes?

VUK - Voxi, though since that is just rebadged Vodafone I suspect the meaning is obvious
LCS - Smarty (???)

I remember getting an ONE PAC from EE at some time in the past and that would not have been a former 121/T-Mobile number, though presumably as much of the surviving EE infrastructure came from T-Mobile then maybe that's where it comes from.

LCS supposedly means Low Cost Services or something like that, recall it being mentioned in the past

I can't find it myself but I'm fairly sure that someone said here that LCS did mean that at some point? Xenforo search genuinely is annoying when LCS returns nothing, PAC returns nothing etc

My number was originally on Giffgaff but the Ofcom spreadsheet says my number is owned by Telefonica, am I missing something?
