What does this mean to the end user? In fact, what does it means at all?

if your talking about utilization of BT Wholesale and TalkTalk Business services, many isps do it in areas they arent in yet.. or just rent services from them to resell.

Thanks. So basically ISP resell from BTW/ TTB. In the case of ICUK, all traffic delivered to their network. Is it safe to assume traffic travels from end user, via BTW/ TTB then routed it to ICUK network? or is that all ISPs work who uses BTW/TTB? Sorry for being ignorant here.
