FTTP & BT Availability Checker

So, back in Jan 2020 my local exchange (Borough Green, also serving Wrotham, Ightham and Platt) was listed as one of 227 rural locations where FTTP build was due to start before March 2021. Having just checked the BT Availability Checker for my line, it states: "The premise/line is associated with exchange which is NOT part of current fibre priority programme.". Which is odd, as when I'm out running I've seen the contractors connecting fibre to the poles (and underground ducting) in Platt over the last month or so! (And the BT checker says exactly the same thing for the house across the road from one of those poles in Platt as it does for my line....)

In which case, what does that "fibre priority programme" statement in the checker actually mean, if anything? And if it means nothing, why did BT bother to add it to the "explanatory" text?
 
BT Wholesale's checker won't give you any solid details on FTTP until it's actually live (ignore the FTTP on Demand entry as that's different). What does Openreach's own checker say for your address?

But remember, 2020 has been hit hard by COVID-19 related delays, so some builds will be behind schedule.. probably by several months.

Openreach's checker does say it's in plan, I was just bemused by BT going to the trouble to add new statements to their checker to say that it was NOT (their caps) in plan in addition to their previous "not available" text. I'm not (and wasn't) expecting it to really be available any time soon, it just seems like BT adding to the confusion unnecessarily.

Is it a double negative ?
"The premise/line is associated with exchange which is NOT part of current fibre priority programme" "NO" ? Or does it have "YES" ? Either way, it could be worded a darn sight clearer with little effort by them.

It has neither - it's one of the statements below the table rather than one of the line items (with a Y/N status) in the table. Their use of English isn't great, but it's just about fathomable :-)

I also love the fact that when they added the new statements they didn't bother to remove this one (which surely must be past its own sell-by date): "The Stop Sale date for IPstream is from 31 Oct 2013. The Formal Retirement date for IPstream is from 30 Jun 2014."

Isn't that part of an explanation of the lines in the table above it and not a statement itself ?
FTTP Priority Exchange Status Should be a Y or N in the table.

So a "NO" is a double negative and means it is part of the programme I believe.

It says "N" in the table (which I hadn't spotted before). Which is consistent with the "NOT part of current fibre priority programme". And combined with the "FTTP is not available" it makes me wonder if the checker was created by a Frankie Howerd fan - Nay, Nay and Thrice Nay.... (OK, I'm old :) )
