FTTP - FCP Pilot Scheme

My property falls in an exchange area that has been selected for what i beleive is a new openreach pilot scheme for fibre community partnerships. Whereby, Openreach preselect exchange areas and reach out to the community to pledge their support: openreach.com/connectmycommunity each property pledges their BDUK voucher until it reaches the 100% target.

The build has begun in my exchange area - and many properties are now connected.
My copper service, like a few other neighbouring properties is delivered underground. I have noticed that there has been no CBT installed on the pole that serves my property. (Drop cable is clipped down pole where it is then ducted into the property.) All other houses look like they're ready to be connected apart from a collection of us - all with underground services. I'm assuming OR have just discounted these properties from build due to high civils costs? I checked with BDUK who confirmed OR are yet to redeem my voucher.

I would have thought my property would be fairly straightforward as it's ducted? Perhaps they don't reaslise it's ducted?
I'm not opposed to an overhead service either. Is there no way to request this?

When i questioned Openreach about it - i recieved quite a cagey email:

"Thanks for your email, on behalf of Open reach I am sorry for any inconvenience, and Sorry we could not reply to you earlier, unfortunately so far I can't see your address details in our system , as Fibre community partnership is Government funded schemes and we only work those addresses where they allows us to work , and our engineer /planners works together to find a best possible route , for further updates on fibre availability and new schemes and to submit your interest for full fibre please visit our website or contact to your service provider for more updates"

I suppose if they are not willing to connect me i should have a fairly cheap FTTPoD quote.

Any suggestions or advice would be much appreciated.
 
If you were able to pledge a FCP voucher for your property in the first place, that means Openreach will have at least intended to serve your property somehow, but the devil is in the detail of the build survey they undertake once the FCP reaches its target. Unfortunately it's not always the case that the FTTP network plan follows the copper network so there can be differences.
