Help Needed about Adsl2+

Hi

We have 2 different line in a building one in Floor 1 and another in Floor 5.

Both line are very powerful. There is active 16mbps Receive and 1mbps send on both.

Download and upload speed are very Good on both lines.
but the Confusive problem is on one of those Lines. Floor 1.

Web surfing in Adsl floor 1 is horrible ! Instagram is very very slow, whatsapp voice/video call is disconnecting every some seconds...
Telegram is very slow ...
But Download and Upload is ok

We have changed all cables. sockets, Changed Three Modems, Changed alot of DNS, changed and optimised MTU .... we decrease and increased Down.and Up speed for getting more SNR quality... Nothing helped us !!!

SNR and Line Attuanation and other Parameters are very very fine ! I'm confuse why adsl line floor 5 is ok but floor 1 is Very bad !!
Both are in on Cabinet and ISP Provider changed all Cable behind me!..

Anybody has any Idea?

The fact that you have identical services and have substituted everything your end and the up/down speed tests are OK it would indicate to me something amiss on something more central.

Can they move you to a different DSLAM circuit at the exchange?
 
I've no idea how the ADSL2+ service has been implement in Iran as this site is for the UK and there can be key differences in these networks. As such any advice here will be coloured by that lack of knowledge of your market.

A good place to start though might be to run some tracerouts to the internet services you're using on the different lines, to see if there's any particular issue that crops up on one but not the other. I'd also be inclined to try using a VPN on the "bad" line and see if that gets around the problem, but I'm not sure if that's even legal in Iran.

IKEv2 VPN Can improve speed and surfing on the Bad Line Adsl2+ line.
It seems I need fo buy a router that support IKEv2 vpn ...

Do you know the most cheapest router at the market with suporting Ikev2 and IPSec ?
 
Can't really comment on routers for Iran, where different regulatory standards for WiFi and other things may exist. Likewise nobody here will have any idea of the market for routers in that country.

The most of Routers support PPTP/L2TP protocols,
I need a Cheap router that can support IKeV2 and OpenVPN... It seems VPN's can improve the quality

Can you suggest some Cheap price models?
