IMO, yes, because the registration process involves checking the line speed, the result of which forms a material part of the agreement between supplier and customer.Even though it clearly states 1 mbps or 512kb/s ?

I’m sure that many readers are aware that a number of ISPs offer a free modem and free activation fee within the contract term, whereas some ISPs don’t.They certainly don't offer anything to justify signing up to a one year contract.
