I have received this information from Tiscali ISP rep today and would like to post it so members are aware of the problem.

We have been informed this morning by British Telecom that there may be a significant delay in their processing for releasing lines of the broadband service.
The systematic cease process is taking place within the usual 7 days, however there may be a further delay of up to 8 days for the BT engineers to complete the final exchange adjustments.
This means that our usual lead time of 8 days for line releases, may be extended to up to 16 days.
We apologise for these delays and can assure you that BT are working to reduce their current backlog.
