Is this a Windows issue?

I'm running a wireless network and when I send files from my laptop (Win XP) to my main PC (Win XP Pro) the speed is much slower than the adapter is capable of. In fact. Task Manager's Network Utilization only read 3%.

The adapters are Netgear WG511T and WG311T. The router is the Netgear DG834GT which by the way it is not recommended.

Is there a setting within Windows that can expand the network utilization?

Depends on a number of things. How far apart is the main pc and the laptop - as transfer speeds drop off rapidly with distance and how many walls / floors the signal has to go through. Also have you got encryption enabled? Encryption slows down the transfer too.

Well, after some more testing I have new results.

There was an improvement by turning encription off of 1%.

There was another 2% improvement by having the router, PC and laptop in the same room and a few feets away from each other. That took the max speed to 6% of a 54Mbps connection or 3% of a 108 Mbps.

I gained another 2 to 3% by using channel 1 or 11.

Still way too slow! Anymore suggestions?
