Be honest, you really didn't did you. It says right in TFA the following..I did and I still don't consider packet loss normal. It's pretty telling it's an ISP saying that. Go and ask a networks company to see if they consider packet loss normal. They literally monitor packet loss 24x7 to take action when it happens. That's far from normal.
No need for third part monitoring, A&A proactively monitors their customers links 24/7

I'd encourage anyone who hasn't read the two links to do it now as it's probably the clearest explanation of what packet loss is and how best to trouble shoot the issues.
Ultimately you need to raise the issue with your ISP or upstream provider
