ISP Guaranteed Speeds

Does anyone know how ISP Guaranteed Speeds are calculated and whether they are subject to regulations (ie. Ofcom).

Just noticed properties in my town starting to get FTTP but noticed that BT could only guarantee 450Mb on their 900Mb package which I thought was interesting.

They're usually based upon Ofcom's rule for the minimum guaranteed access line speed:


Essentially, on less reliable ADSL or FTTC lines this usually reflects the slowest 10% of similar users on the same package. But on higher quality FTTP and HFC DOCSIS 3 networks, where speed degradation over distance doesn't usually occur, the MGALS speed will be at least 50% of the advertised rate of the package.

OR FTTP is a contended service: up to 32 properties share a single 2.4G downlink and 1.2G uplink. So BT don't guarantee the full link speed is always available.

They also trust that each PON never has six or more 1000/110 users downloading at maximum bandwidth simultaneously. In practice this rarely happens. Even where FTTP is available, not everyone takes it; of those not everyone buys the gigabit product; and apart from speedtests, few Internet sites are capable of sourcing 1G of traffic.
