I'm asking if there is any ISP here in general that can have routing to Dublin instead of London for residential customers.Your already with an ISP that is only based in NI, so if they cant route you to Dublin then I don't think other ISP's can, most ISP's only peer with common areas, like London being the most common one.
I'm basically saying you cant just pick the route you want, only the ISP that has one in place can.
You can see which locations the ISP's you have in your area use by searching they name on https://www.peeringdb.com/

What ISP do you think Schools here would use? Doing some research it seems to be BT but the IP adderss shows as C2K, which is probably just because of the proxy.might be for private use only? i dont see it.
