Last Mile - regulations?

hi guys im new here, just after a little information regarding the last mile in the UK.

are there any rules or regulations surrounding the service povided in the last mile by ISP's such as BT?
 
Nothing specific for the "last mile" yet, at least not unless the government gets its rather weak Universal Service Commitment (USC) to 2Mbps for everybody in the UK out of the door. Otherwise Ofcom does have a voluntary Code of Practice (CoP) on broadband speed, which requires member ISPs to give every customer an estimate of the performance they can expect to receive on their line.. among other things. No hard rules though.

It should be noted that the CoP does not apply to wireless providers where such estimates would be almost impossible.
 
and would it be any different if the internet connection being provided was for a business rather than just to a house.

Ofcom treat residential and business up to 10 'employees, volunteers or involved persons' as being residential for the purposes of regulation. It means that any service provider who sells products that 'might' be used by one of the above (in the context of being the contracting agent) must follow the 'residential' guidelines (Approved Code of Practice, Alternative Dispute Resolution, MAC process etc) rather than relying solely on the contract.
