Competition is the biggest issue, Ofcom can fiddle with the prices for BT all they want but unless rivals see a more compelling economic case to enter such areas then it won't really make a difference. So far TalkTalk is the only one that has been willing to raise its coverage from about the 75 - 80% mark to 90%, but that last 10% still isn't viable for alternative commercial operators.
Even the governments plan can't really solve this issue as it will be reliant upon costly solutions like Satellite. Some niche operators will be able to bring fibre or wireless into remote areas but that may only account for a tiny slice of the last 10%.
