New Line - how long to wait?

Dear Forum,

I am preparing to leave VM because of area oversubscription (my upload speed is 0.1 Mbs hence cannot make VoIP calls WFH).
On installing VM few years ago I disconnected my BT line hence there is no socket inside the house. The only thing left is the BT cable popping up from the ground outside the door. The cable is not terminated.

I understand that any new ISP I'll pick will rely on OpenReach technician to visit the property, make the installation and probably fiddle with the street cabinet as well.

Question: What's the current availability of OR's technicians (as of 31 Jan) due to Covid?
Reason for asking is that any new ISP is keen to take an order but I am worried that they slot me in and the actual installation happens who knows when...?

Second issue is how I time the termination my 16mth contract with VM (I can claim minimum speed not provided) for free but avoid the mess that the new line is not installed timely and I am left with no internet that would be a total disaster since I need it for WFH.

BT will charge £140 for the new/restoring of a landline:
  • Moving into a new development (despite telephone lines often being pre-fitted, we still need to carry out some work).
  • Taking over a line from cable.
  • Where there's no suitable BT line available in your property.
  • There's no dialling tone on an existing line.
  • You've been disconnected for non-payment in the past.
If you are taking Broadband services this may be reduced to around £30 but you will need to check.

OR current guidance is that they will attend and do a minimum install if you have no broadband or below 30Mbps. If we make progress with Covid they will resume their standard installs.

VM explain there speed policy at https://www.virginmedia.com/shop/the-legal-stuff/virgin-media-speed-policy this references your contract in MyVirginMedia which should include both down and up speed minimums. VM are signed up to the auto compensation scheme.
VM service can be poor but your up speed looks like something is not right not just load.

I would pursue it with VM and arrange a DSL service if VM do not correct (with compensation) and retain service until the DSL is present or 1 month before your VM contract ends.
 
A lot of new line style installs were pushed back to 1st March 2021 and beyond, but there's a grey area around this on older copper line projects. Either way I'd think it wise to assume some delay.
