It's been the law for a very long time (1997 EU harmonization, and well before that under national regulations) that any electrical enclosure in a public or industrial space that contains hazardous voltages above 50V and below 1000V must indicate the voltage present within. Dslams always had the 230v warning applied, but it's not uncommon to attend a cabinet and find access blocked by a parked vehicle ( working room is also required as well as space for pedestrians, something often ignored by drivers) .A sticker similar to this image appeared on my nearest Street cabinet.
