Again, SIM 1 (full bars, Sky) SIM 2 (O2 PAYG)

O2 was probably on B40 or B1 there. Based off of things I've noticed recently.

I would have said B1 as I don't think the 1.3 has B40 access on the SM215
Signal statistics are different between a connection in standby and connected.

For instance stats for a band connected will lose strength compared to when not in use.

Why though? I know there's a technical reason but I'm interested to learn why a connected band lose strength compared to a not in use band.

Probably because when in use the phone moves a little bit compared to being stationary?

I.e have you ever noticed maximum signal strength the second you pick your phone up and then it drops?

(Or even when connected to WiFi as well, at least I've noticed that)

Umm no, that's why I asked. Granted I'm on a rival network but the theory ought to be the same however the only time I've noticed a difference is when I've used dual sims and the sim being used as the second sim as long as it's not being used for data will always have a stronger connection.
