It's also worth pointing out that Openreach doesn't work solely for BT, though it may seem like it. Openreach's customers, the ISPs, tell Openreach what they want and expect them to deliver it.
If none of them (or not enough of them) have said they want faster download speeds or symmetric service then it doesn't get done. BT itself is unlikely to ever use an altnet, but cutting edge tech is not a draw for the companies that could. The likes of Vodafone and TalkTalk will likely take CityFibre for cost reasons, and even then they still sell Openreach where CF are not available.
Sadly the VDSL problems remain - my ECI line is still significantly slower than my Huawei

That also happened on FTTP - dig around on this very website for mentions of how Openreach couldn't provide their then-new gigabit service to customers blessed with ECI FTTP. IIRC there have also been other issues that Huawei kit didn't suffer from.They got burnt by the Huawei / ECI split for VDSL, where the vendors had feature disparity. I suspect they've been significantly more careful in how they've progressed this
