It's also worth pointing out that Openreach doesn't work solely for BT, though it may seem like it. Openreach's customers, the ISPs, tell Openreach what they want and expect them to deliver it.

If none of them (or not enough of them) have said they want faster download speeds or symmetric service then it doesn't get done. BT itself is unlikely to ever use an altnet, but cutting edge tech is not a draw for the companies that could. The likes of Vodafone and TalkTalk will likely take CityFibre for cost reasons, and even then they still sell Openreach where CF are not available.
They got burnt by the Huawei / ECI split for VDSL, where the vendors had feature disparity. I suspect they've been significantly more careful in how they've progressed this
That also happened on FTTP - dig around on this very website for mentions of how Openreach couldn't provide their then-new gigabit service to customers blessed with ECI FTTP. IIRC there have also been other issues that Huawei kit didn't suffer from.

Sadly the VDSL problems remain - my ECI line is still significantly slower than my Huawei
 
Yeah ECI FTTPoD here (the only form of FTTP here available from OR), is a massive 330/50, cutting edge stuff. Not even matching DOCSIS. I wonder how much it costs to get that 330/50 installed.

At the risk of derailing some BT bashing:

If you can't get FTTP without going through the on demand process then there is no existing infrastructure. If you actually ordered FTTPoD, where they would have to build it from scratch anyway, then presumably you'd get Nokia or Adtran. I doubt any new ECI PON kit has been installed in years, except maybe for new ONT installs in early FTTP areas

Certainly for an address in an area that I know uses Huawei for both FTTC and FTTP (currently mutually exclusive as the "big build" hasn't got to the FTTC users yet), the FTTPoD shows 330/50 also.

FTTPoD always shows 330/50, its the original values from decades ago. Typically when you order FTTPoD, not long into the process the action of someone updating forms in the system will see that value corrected to 1000/220. Sometimes you may see FTTPoD at 1000/220 already, this usually indicates someone near by has ordered FTTPoD or Openreach have started work to install FTTP, and records for addresses around the same area were updated when they were queried and checked in the planning process.

My FTTPoD install originally showed 330/50 but soon flicked to 1000/220 as the order progressed. Most of the street, although not enabled as part of my install, also flipped to show FTTPoD at 1000/220.
