Postcode Address File or Ordnance Address List

Many years ago I contacted Mark about attempts to get fibre into a little area of Cornwall and issues we had with a potentisl supplier. He advised to go down the route of an Openreach Community Fibre Application, he warned it was a long and difficult route but would be ultimately better. I did just that and now 2 years down the line we are finally getting to the end of the process with 60-70% of the area finished and people getting emails to find a provider. This is where things have started to unravel. People in the area have been told by BT/EE that they cannot get a final connection because they are not listed on the Postcode Address File run by the Post Office. This is despite Openreach having dug and installed a fibre line all the way to their property and installed an External Connection Box. Openreach use the Ordnance Survey property list and a property UPRN to raise a voucher but BT/EE use the PAF list. Property owners now face having to register their properties on the PAF list just to get the final connection! A chat with the local Council revealed frustration that companies use different lists to identify properties and they would rather they all use the same list. Owners no face a potential £100 pound charge to get properties registered with the Council to get accepted onto the PAF!

Some years back we had a similar problem. At the time the local council wanted £80 to get our postcode onto some list. We declined. The council were fully aware of our post code since they were sending bills to us using it.

Shortly after that we were going away for a couple of months and needed to redirect our mail and so contacted Royal Mail to set it up. They couldn't find us on their list despite us giving them our Post Code. No problem the guy said and added us to the list for no cost. No problems since then.

I hope you get some resolution to a ridiculous situation soon.

Not had to send this to anyone in a while, but this is the link you need. Fill it in with as much detail as possible and it should sort it out in around 10-14 days.

It's frustrating to encounter such roadblocks after all the effort put into bringing fiber to your community. The discrepancy between the lists used by Openreach and BT/EE adds an unnecessary layer of complication. It's disappointing to hear that property owners now face additional charges and hurdles just to finalize their connections. Perhaps escalating this issue to higher authorities or relevant regulatory bodies could help streamline the process and ensure fair and consistent treatment for all. In the meantime, maintaining communication with the local council and staying informed about any developments or alternative solutions could be beneficial.
