Sabotage of phone line?

I was first signed up for phone and broadband with BT. After several failed activations I switched over to sky and the engineer (also openreach) came to activate the phone line. He told me that the previous engineer (who had told us there was a fault in the line) had cut the phone line altogether and tied two cables together to make them difficult to find, saying ' the chap must have had a good reason for not wanting to do the job.' Anyone else had any experience of this?
 
Firstly, if there was a fault on the line and you switched to another ISP on the same underlying Openreach network then that won't magically solve whatever was causing the activation problems before. It's still all within Openreach's realm.

As to why the engineer cut the line, that is a new one on me, although there have been cases where somebody found their line had been given to a neighbour but that's a different kettle of fish. I get the feeling we're missing a lot of the background detail here, so it's hard to judge.
