It might not be specific customer, but it can be specific devices! There are cases when my router will not reconnect to my preferred mast and I have to call Tech Support and get them to do a GSM Reset or Network Refresh to get back on the same mast. Nothing changed on my end, just the mast refuses to allow the connection! That is just managing masts, its not a case of blocking a specific customer from using that band, its no where near the same thing to be honest.
They say it's caused by the proximity to the border 3 IRL vs 3 UK and the passover between cells in the area coupled with my preferred mast being "limited" and policy to hand over to nearby mast as soon as possible. However, when I'm connected on the mast it is a solid, stable connection!
