Starlink Doubles the Price for Its Global Roaming Plan

Looks like its for deterrent reasons, people using the plan to bypass regulation restrictions.
 
I don't think so, since they're keeping the "Mobile - Regional" plan unchanged.

I think it's because anyone who moves that much around the world, and needs to take Starlink with them, is exceptionally well-heeled, and can therefore afford to pay more towards the running costs of Starlink.

It may also reflect the higher price of managing these users. Say for the sake of argument that a significant minority are drug dealers - then Starlink are going to have to provide assistance to plod on a regular basis.

But, by its very nature, Starlink is supposed to be a global platform irrespective of where the user is based.

Restricting it regionwise goes against the grain of the ethos and is an arbitrary restriction. A bit like OTT TV broadcasters. (hence IPTV with VPNs flourish)

The satellites cover the whole globe and thus should not be a limiting factor.

What ethos? They are entirely entitled to market the service in whatever way they like - and if you don't like it, you don't have to buy it.

There are positives though. In particular, it allows them to sell the service more cheaply in poorer countries. If they had a single global price, then either the poor countries couldn't afford it, or the rich countries would be underpaying.

Secondly: each country needs its own ground station(s), and the costs of running those vary widely from country to country, especially the backhaul.

Thirdly: each country has its own government with its own regulation of spectrum, its own rules for service availability, and its own tariffs. Just because Starlink is in space doesn't absolve it from following the rules of the countries it does business in.

It’s not the same though, starlink has to pay more to cover an area with hundreds of users than an area with a couple
