In my opinion the root of the problems in the UK is the regulator and the regulatory regime.
In recent years these agencies have had their funding reduced and are effectively hamstrung whilst their regulatory burden increased. And our sense of fair play and needing to have a high bar of evidence before enforcement or legal action is started in the UK means that the regulators are reticent to take action until they have all the I dotted and t's croased
