Too many wires on OpenReach phone pole

Neither OR or the Alnet are aware of each others current service to the property (or certainly cannot assume). The removal of the copper drop wire would have to be a retrospective task and have an associated cost.

There is also the issue that if the customer re-utilised the copper service (yes it will happen) until all OR ISP services have moved to FTTP on that DP. (Cheaper, Social Tariff, Backup BB or BT Telephony Obligation)

In East Grinstead they already have the old BT Terminal Blocks (and in some cases old ceramic insulators too), new FTTP CBTs and F&W FTTP units on poles. Cityfibre have also earmarked these streets but there is little room already in some cases for safe working. OR have installed side brackets to accommodate back to back CBTs where higher numbers of premises are served by the DP.

Multiple provider poles at some point will need to be re-engineered but who pays for that or does it just continue until the pole decays?.

In Horsham (F&W) and Crawley (Cityfibre) there are examples where it appears Altnets are linking DP poles (not intermediate) rather than duct/cable to every DP pole.

If I was OR I would bring forward the implementation of CBTs on DP Poles in advance of other activities to ensure they can still mount them without issue in alignment with the steps.

Its not just the poles though. Looking at the soffit mounting on some houses they all need new and more appropriate positioning. The existing wiring, joints, extra terminals will all be replaced overtime but looking at some of them its a wonder their current DSL service works at all.
 
My daughter now has FTTP installed and working.
Guess what? OR installed yet another cable to the house and has not removed any old ones.
