I have noticed TLS handshake issues with a number of sites over the last 2 weeks; regular timeouts or total failures, followed by a few hours of working correctly, but slowly.

Keep an eye on the bottom right of the browser window (if using FireFox), to see what the browser is waiting for.

In a couple of recent weeks, it was ajax apis from google causing pages not to load, disabled it and the pages loaded with no issues, and nothing obviously not working (using NoScript).

YouTube problems showing up, when your speed is fine, tend to be down to an issue of bad routing or peering with the ISP. You can sometimes confirm this by trying to view the same video via a good VPN or if the issue is somehow DNS related then try Google DNS to test. First port of call though is to let the ISP know that you're having trouble.

However, if the issue only shows for a specific video then it might be more related to your PC / graphics card etc. Most routing/peering problems tend to get fixed within a few hours or days.

Might take longer if you are on VM network never did find them fast at fising things unless it was total loss of connection.

Also make sure you're using a good browser that has recently been updated, such as Firefox or Google Chrome. Video standards do change and if you're still using old code then that can affect your experience.
