Take a look at their 7402 series at http://www.billion.com/product/3g/bipac7402x-3g-adsl2-wireless-vpn-router.html which supports ADSL2+ and a 3G backup. Their 7300GX also does this, you can see this at http://www.billion.com/product/3g/bipac7300gx-3G-wireless-adsl2-router.html. The Draytek 2820 series also offers the features you require, you can view this product at http://www.draytek.co.uk/products/vigor2820.html. Not sure on prices but I would expect them to be quite expensive when compared to standard wireless routers. Hope the above helps!
