I agree if it applies to a PON overlay on the VMO2 FTTP network but surely that would not apply for their legacy (e.g HFC over Telewest). Simpler to go with Cityfibre in places like Crawley, Redhill, Maidstone, Littlehampton, Eastbourne, Southend-On-Sea where OR FTTP is not currently in plan short term.
VM02 FTTP is currently around 2.3m ish some of which may be overbuilt by OR FTTP.
I'm expecting some complex and interesting agreements going forward. No reason why Sky cannot select network provider by post code based on speed/cost/support.
They are in a good position with "exploratory talks". Although covered by NDA they probably know now both VM and OR outline plans.
