Someone on the internet is wrong.. The ram limits quoted are nonsense.
The accurate information from the source (Microsoft) is in the section titled "How much RAM does each edition of Windows 10 support?" on this page:

Note that the 4GB ram limit on 32bit is an architecture limit and not a random limit put in by Microsoft.
