The Suffolk County Council (SCC) has optimistically predicted that its local plan, which aims to make superfast broadband ISP speeds of 100Mbps available to everyone in the region by 2020 (shared EU target), could result in a £5bn boost to the local economy.

The European Commission (EC) has released its annual 2012 Digital Agenda Scoreboard, which assesses the progress towards Europe’s broadband delivery targets. It found that just 5.5% of UK lines have adopted a superfast broadband ISP service that can deliver download speeds of 30Mbps+ (EU average 8.5%).

The boss of urban fibre optic broadband ISP Hyperoptic, Dana Pressman-Tobak, has warned that last week’s comments by BT’s Strategy Director (here), Sean Williams, whom suggested that there was “no business case to support” a full UK roll-out of true fibre broadband (e.g. FTTP) services, could be “very dangerous“.

The local MP for Newcastle Central and Labour’s shadow minister for innovation and digital infrastructure, Chi Onwurah, has criticised the European Commission (EC) for having a “bias in favour of fibre” and switching its EU state aid rules (here) to focus more on “ultra-fast” (100Mbps+) fibre optic FTTH style broadband networks.

The government has today published a first draft of the Home Office’s revived Communications Data Bill, which seeks to expand the United Kingdom’s existing internet snooping laws (data retention) and force ISPs into logging a much bigger slice of everybody’s online activity (e.g. Skype access); irrespective of whether or not you’ve committed a crime.

BT has told the Lords Select Committee Inquiry into the UK governments superfast broadband strategy that its new fibre optic based network (FTTC , FTTP) will need more freedom from Ofcom’s changing regulation and price controls if it is to make a bigger “long-term investment” in related services.

The European Commission (EC) has given state aid approval for the UK government to release between £7m-£10m in order to rollout an “ultra-fast” fibre optic based 80-100Mbps+ (Megabits per second) capable broadband ISP network in Birmingham by 2015 and turn it into one of ten large “super-connected cities“.

The European Telecommunications Network Operators Association (ETNO) has called for a controversial change to the International Telecommunications Regulations (ITR) that could make it easier for broadband ISPs to discriminate against internet content providers (e.g. Skype, Google, Netflix etc.), unless they pay for privileged access that is.

The UK government (Westminster) has announced that the Scottish Government will receive an additional £32m (new total £100.8m) to help it deliver superfast broadband (40-80Mbps) to 85-90% of premises by 2015 and “world-class digital access” to all of Scotland by 2020.

The UK governments Department for Culture, Media and Sport (DCMS) looks set to delay full publication of its controversial new Communications Bill green paper, which aims to update and expand Ofcom’s ability to regulate the broadband, telecoms and media sectors, until after the London 2012 Olympic Games and Parliament’s summer recess.

The European Commission (EC) has launched a new consultation on EU state aid rules for the public funding of broadband networks, which appears to mark a shift in focus away from the “good progress” of connecting all citizens to basic broadband and more towards facilitating the roll-out of “ultra-fast” networks (100Mbps+) “under certain conditions“.

The Communications Consumer Panel (CCP), an independent watchdog that claims to support consumer interests in the UK telecoms industry, has released a new report that calls for “clear targets” to help get more people online and for the government to “strike a better balance between funding for broadband infrastructure and supporting people online“.

The European Commission (EC) has responded to BEREC’s final report into Net Neutrality (the principal of treating all internet traffic as equal), which criticised fixed line broadband ISPs and Mobile Broadband operators over a lack of transparency, by proposing to stiffen industry guidelines through “strong and targeted action” and deliver more “effective consumer choice“.

The Welsh Government (WG) recently published its final Wales Infrastructure Investment Plan (WIIP), which revealed that the region intends to invest a total of up to £400 million into the roll-out of 30Mbps+ superfast broadband services to reach 100% of the country’s businesses by the middle of 2016 and homes by 2020.
