Rural UK Broadband Altnet Quickline Appoint Justin Leese as CTO After Ogi Exit

Alternative network ISP Quickline, which is busy building a new full fibre (FTTP) and fixed wireless (FWA) broadband network across rural parts of Yorkshire and Lincolnshire in England (3-Year Rollout Plan), has appointed industry veteran Justin Leese to be its new Chief Technology and Operations Officer (CTOO).

Regular readers might recall that Justin was originally a Programme Director for the Government’s Building Digital UK (BDUK) agency, before he moved into the CTOO role at Welsh alternative network Ogi back in 2021, where he has been for the past five years. But Ogi’s activity on the network building front has, like many such providers, slowed to a crawl in recent years and Justin has now made the jump to Quickline instead.

Quickline currently aims to extend gigabit-capable broadband to a further 360,000 UK premises across thousands of rural communities (roughly 170k via publicly funded projects and almost 200k from commercial builds). The provider recently reported that they ended 2025 with 200,000 premises passed via full fibre (plus 200k more via wireless, although not all of those are gigabit-capable).

Justin Leese said:

I’m happy to share that I’m starting a new position as Chief Technology and Operations Officer at Quickline Communications Limited. Already missing my old team, and have great memories that I will cherish, but very excited to be working with a fabulous new team!”

At present it’s unclear who will take over Justin’s former CTOO role at Ogi.
