As promised the Government has today set out their chosen design for the new Universal Service Obligation (USO), which pledges to give everybody in the United Kingdom the “legal right” to request a 10Mbps+ capable “high speed broadband” connection from 2020, but challenges remain.

A meeting of the UK Wireless Internet Service Providers Association has named the four suppliers that are bidding on Scotland’s R100 project, which aspires to make “superfast broadband” (30Mbps+) available to 100% of the country by the end of 2021 (March 2022 as a financial year).

The Communications Workers’ Union (CWU) and BT have reached a deal to close the operator’s defined benefit pension scheme (BTPS), which should avoid the possibility of a UK strike and help to plug the growing pension deficit (£7bn at the last review, with some warning it could hit £14bn).

As first hinted in February (here), Openreach (BT) has today confirmed that they will hire 3,500 new trainee engineers over the next 12 months. The recruits are needed to help the operator deliver on its promise to make 1Gbps capable FTTP “full fibre” broadband available to 3 million premises by 2020.

Openreach (BT) has issued a new notice to ISPs that sell their Gigabit capable FTTP on Demand broadband product, which reminds them of how “FoD capacity” will continue to be “constrained” by an “industry-wide operational capacity of 20 FoD orders per calendar month.”

A new study estimates that the Community Fibre Partnerships scheme from Openreach (BT), which offers grants of up to £30K to help co-fund the cost of upgrading an area to receive their FTTC or FTTP based “fibre broadband” ISP network, could deliver an economic boost of £340m to the UK.

Openreach’s new Optical Spectrum Access product (OSA Filter Connect / FSP3000), which has been created as a sort of soft alternative to Ofcom’s stalled Dark Fibre Access (DFA) solution, will officially be made available to ISPs from 3rd April 2018 and initially offer data speeds of around 10-20Gbps.

The Office of the Telecommunications Adjudicator (OTA2) confirms that UK ISPs have raised a new Statement of Requirement (SOR) request to encourage more data sharing for both ADSL and FTTC (VDSL2) based broadband products, which could result in a more effective engineer repair process.

Fibre optic network builder Cityfibre has filed for a Judicial Review of last year’s decision by the UK Advertising Standards Authority, which ruled that it was “not materially misleading” for ISPs to describe slower hybrid fibre services (e.g. FTTC / HFC DOCSIS) as “fibre broadband.”

After last year’s Proof of Concept (PoC) test Openreach has now decided to start applying “low level error correction” on all new UK Fibre-to-the-Cabinet (FTTC / VDSL2) superfast broadband lines, which they hope will result in fewer fault reports being made by customers during the initial provision phase.
