Apparently, users in Europe are currently experiencing faster speeds than those in the USA, but the sample size is small.

Full fibre UK ISP Grain Connect, which is supported by £10m from Albion Capital, has started to extend their gigabit-capable Fibre-to-the-Premises (FTTP) broadband network to existing homes in North East Lincolnshire (England). The first location to benefit is the large coastal town of Grimsby.
