The Marketing Manager for UK ISP Zen Internet, Ian Buckley, has announced that they'll be removing the activation charge on all broadband ADSL services from tomorrow:

At the same time, Zen is reducing the price of the Thomson SpeedTouch 330 modem to £50. These reductions represent a massive saving of £64.99 on the usual price of £140.51*, bringing the cost of getting started with broadband down to a mere £75.52!**
