The
Welsh Government (WG) will be celebrating today after it won a total of
£56.9 Million to help
90% of homes and businesses in the country receive superfast broadband ISP services. The money represents a sizeable slice of the UK governments total £530m Broadband Delivery UK (BDUK) office budget until 2015 (rising to £830m by 2017).
The UK government aims to make superfast broadband (
25Mbps+) ISP services available to 90% of "
people in each local authority area" by 2015, with the last 10% being left with a minimum speed of at least 2Mbps. By contrast WAG's own
Digital Wales Strategy envisages the deployment of
30Mbp+ capable services to 100% of the country's businesses by the middle of 2016 and households by 2020.
The Secretary of State for Culture, Olympics, Media and Sport (DCMS), Jeremy Hunt MP, said:
"Superfast broadband is essential if businesses are to grow and create new jobs. It is increasingly important for the way we deliver public services and to our everyday lives.
But some areas of the UK are being left behind. Many rural and hard-to-reach communities do not have decent broadband access. We must ensure the whole country can join the digital age.
We are investing £56.9 million to help take broadband to the whole of Wales. If the Welsh Government matches our investment, 90 per cent of the country’s homes and businesses will have access to superfast broadband.
If you suffer the frustration of slow internet connections, then tell your Welsh Assembly Member that you need broadband. Urge them to make this investment and ensure that Wales is not left behind."
The Secretary of State for Wales, Cheryl Gillan, added:
"I am delighted with this announcement which, with the new money we are providing to electrify the rail line to south Wales, shows our commitment to ensuring that Wales has the infrastructure it needs to grow.
Boosting economic growth in Wales is my number one priority. We will continue to work in partnership with the Welsh Government on the delivery of super-fast broadband across Wales.
Last week’s Ofcom report into broadband provision highlighted the challenge facing us in Wales to ensure we improve provision for domestic and business users. Today’s announcement will ensure broadband take-up and speed can be significantly improved, benefitting individuals and businesses."
The news follows
several months of uncertainty and criticism concerning the pace of superfast broadband efforts in Wales, with many beginning to fear that the country could be left behind other parts of the UK.
As with other BDUK money, the UK government anticipates that WG will
adopt a match-funding approach (50/50 split with private sector investment) that could effectively double the worth of their investment.
UPDATE 13th July 2011An alternative perspective from
Wispa Limited, which helps broadband users in rural areas of Wales to gain an insight into their options for fast broadband. Wispa Limited is not to be confused with WISPA, the Welsh ISPA, which
borrowed the same name.
Richard Brown, COO at Wispa Limited, commented:
"It would be truly fantastic if the money allocated today were going to change our nation – but the aspiration is 90% of the population in the UK to have superfast broadband by 2015 and everyone else to get at least 2Mbps – Wales will be in the latter category.
In Wales we lack the ambition, drive and policy to make sure that our nation will be in the 90%, and this is made clear by the failure of the Welsh Government to increase the minimum speeds that providers have to deliver in order to allow the subscriber to qualify for grant support."
