The Surrey County Council (SCC) and BT have detailed the first phase of their part-publicly-funded £33m contract to make superfast broadband (25Mbps+) ISP services available to “nearly” 100% of local premises by the end of 2014.
The Superfast Surrey contract, which was won by BT last September 2012 (here), ultimately aims to help roughly 20% of local homes and businesses (around 85,000 premises) that would otherwise not be expected to receive a superfast connection without public intervention (state aid).

Now BT has confirmed that the first 15,000 premises should be connected via their up to 80Mbps capable FTTC service by the end of September 2013, which will be served from 14 new telephone exchanges.

It should be said that the Surrey procurement was underway some time before the Broadband Delivery UK (BDUK) framework was put in place and as a result it has had to use an “umbrella scheme” for state aid approval.
