Activeware Intros Excess Usage Policy

The recently re-established UK unmetered dialup ISP Activeware has today followed other providers by announcing details of its own 'Excessive Usage Policy'. Sadly the ISP fails to be completely clear about exactly what constitutes overuse:

Activeware always strive to ensure that guaranteed contention ratios advertised with all products are met to the best of our ability and to this end current contention ratios for all dialup products are made available and regularly updated on our their website.

Unfortunately Activeware have identified that excessive usage by a minority of users is reducing available capacity during peak hours.

As a result Activeware intend to implement an on-going excess usage policy aimed at identifying those users who, in their opinion, are compromising capacity by their excess usage.

We trust that by implementing such a policy, the guarantees in terms of acceptable access for the majority of Activeware members will be met, and not undermined by a minority of excessive users.

Activeware point out that as long as members are fair in their usage of our products no action of this nature will be taken. For example a user can legitimately download large files for several hours on a particular day with no cut-offs but it is unmetered access and not constant 24/7 access.

To that end, with immediate effect, all users who are deemed to be in this minority group will be subject to a three stage approach aimed at monitoring whether their internet access is returning to acceptable levels.

This group will be identified by calculating daily those users who are clearly above the average usage set by the Top Ten percent of any Activeware Internet product.

Stage 1 : Users deemed to be in this category will be subject to 1 hour session limits and their usage pattern thereafter will be monitored to ensure that their internet access returns to acceptable levels.

Stage 2 : If after a further 28 days a Stage 1 user continues to show excessive usage this user will be allocated a new dialup number to connect to a specified high usage group.

Stage 3 : If after a further 28 days a Stage 2 user continues to show excessive usage then this user will have their account suspended.

This action has not been taken lightly but Activeware believe that in establishing a fair usage policy for all members they will be seen to be taking positive action to remedy the current situation with regard to excessive users, with the attendant benefits this will bring for all concerned.
