Global Local Call Rate Internet Access

Netaway is a UK based ISP that offers pay-as-you-go (PAYG) global Internet access at local call rates. The service covers 104 countries via 18,000 local access numbers.
Despite the initial front-page pledge of the website, Netaway does still appear to charge you, albeit not a 'monthly' fee:

Purchase a Lifetime account with 5 hours of Worldwide Internet Access, you can Top up Anytime
Price: £24.99 / 35 / $38
Netaway Premium
Purchase a Lifetime account with 15 hours of Worldwide Internet Access, you can Top up Anytime
Price: £64.99 / 95 / $100
The service costs £0.08 / 0.12 / $0.13 per minute for Local Internet Access Worldwide regardless of where you are.
In other words you have to buy the surfing time (minutes) you want over the Internet before you use them. The per-minute cost of £0.08 is also on top of the local call cost. More @ The Register.
