UK ISP CentralPOINT has cut the cost of its UNCAPPED 512Kbps broadband ADSL service to just £18.99 inc. VAT per month. Similarly their 1Mbps package costs just £25.99:

Central Point today continues its tradition of leading the broadband market by reducing the cost of broadband without applying customer limitations. Other low cost deals sell customers short in the small print by applying restrictions such as download limits or long contracts.
Philip Wood announced the latest deals this morning in a move that will undoubtedly shake up the already fiercely competitive market. "Internet users are getting fed up with deals that look attractive at first, but shackle them to lengthy contracts or apply surcharges once the data transfer limit is reached," he said. "We now charge just £18.99 per month including VAT for a standard 512k connection and there are no nasty surprises in the small print".
