UK ISP IAP has claimed that many of the pre-registrations received for their broadband wireless service come from inside areas where ADSL has been enabled; consequently the provider has come up with a solution:

As the IAP registrations for broadband come flooding in Internet Access Point Ltd are finding a large number of registrations coming from within ADSL enabled areas.
There are thousands of people who find they are still unable to receive broadband even after hitting their ADSL trigger point and having their telephone exchange enabled.
These 'ADSL black spots', are areas that are too far from their telephone exchange or connected by incompatible phone lines and therefore cannot receive a broadband connection.
Internet Access Point has designed a special solution for these ADSL Black Spots, many of which can be enabled with as few as 20 registrations for service and deployed in a matter of days.
